ON THE CURRENT SITUATION OF COVID-19
IN BRUNEI DARUSSALAM

1. Today, Thursday, 13 Rabiulakhir 1443 / 18 November 2021, a total of twenty-one (21) new cases of COVID-19 infections have been confirmed today bringing the total number of COVID-19 cases to 14,399.
- There are 6 additional new cases to 4 of the existing active clusters who were previously close contacts with several positive cases.
- Meanwhile, two new clusters have been detected that involved 7 cases. Both the new clusters namely Sg Hanching Construction staff house Cluster and Elmar General Contractor Sdn Bhd Cluster are housing clusters that accommodate the companies’ employees.
- As currently shown on the screen, three clusters have been closed following no new detected cases in the clusters for 28 days. Therefore, the current total active clusters are 161 clusters.
(Screen: 6839 Cluster, Trentset Construction Sdn Bhd Cluster and Anggerek Desa staff house Cluster).
- Meanwhile, there is 1 import case reported today that arrived in Brunei Darussalam from Jakarta on board Singapore Airlines SQ 148 on 12/11/2021.
- Meanwhile, 7 new cases are still being investigated to determine the source of the infection.
2. Seventy-one (71) cases have recovered today bringing the total number of recovered cases in Brunei Darussalam to 13,857 cases, whereas the total number active cases are 444 cases.
3. Among the cases being treated at this time, five cases (05) are in Category 5 and currently treated at the Intensive Care Unit. All of them require assistance of artificial ventilation. Meanwhile, no other case is categorised in Category 4 that require oxygen assistance and close monitoring.
4. In the past 24 hours, a total of 4,678 samples have been tested for the SARS-CoV-2 virus which brings the total number of laboratory tests conducted since January 2020 to 575,303 tests.
5. On 17 November 2021, a total of 7,656 individuals have received the COVID-19 vaccine injection. This total includes 2,797 adolescents of aged 12-17 years. This means that, under the National Vaccination Programme, a total of 394,039 individuals have received the first doses of the COVID-19 vaccine which is 91.6% from the total population. Meanwhile, 313,239 individuals have completed the second doses of the COVID-19 vaccine which is 72.8% from the total population.
6. The Ministry of Health would like to inform that the operation hours for the Indoor Stadium Vaccination Centre on Friday, 19 November 2021 is from 2:30 pm until 9:30 pm whereby the session from 2:30 pm until 5:00 pm is for school students. Whereas the session from 5:00 pm until 9:30 pm is open for the general public who wish to obtain either the first or second dose via walk-in.
7. In addition, the Mobile COVID-19 Vaccination Clinic services will be conducted as follows:
- Pengiran Anak Puteri Hajah Rashidah Sa’adatul Bolkiah Health Centre, Kampong Sungai Asam on Friday, 19 November 2021 from 9:00 am until 12:00 noon; and on Sunday, 21 November 2021 from 9:00 am until 2:30 pm, specifically for residents under the catchment of Pengiran Anak Puteri Hajah Rashidah Sa’adatul Bolkiah Health Centre, Kampong Sungai Asam, including Mukim Lumpas, Kg Ayer and its surroundings, that have not received their COVID-19 vaccination, and for the kampung residents that are scheduled to get their second dose vaccination.
- The local community who wish to get the COVID-19 vaccination can come directly by walk-in basis by bringing along their identification card/passport; BruHIMS card (or number) if available; as well as the COVID-19 Vaccination Card that is for those receiving the second dose injection. For those who require transportation assistance to the clinic, they can inform the Village Head by providing information such as full name, address, identification card number and telephone number. Whereas for those who are unable to attend on their own to the aforementioned health centre due to health problems or limited movement, they can register or be registered through the Village Head for vaccination arrangements at their respective homes.
8. For Operasi Pulih that was carried out recently from 8 PM until 4 AM, a total of 6 violations of the directive nationwide were issued with compound fines, where 5 of them are violations of the out-of-house restriction.
9. Following the announcement of the Transition Phase under the National COVID-19 Recovery Framework that will begin tomorrow, Friday 19 November 2021, the Ministry of Health would like to inform the public on the amount of compound fines to be imposed to anyone found violating the guidelines during the phase, for which any violation of any of the guidelines that have been issued by the COVID-19 Steering Committee is an offense under the Infectious Diseases Act (Chapter 204). The total compound fines for the offenses are as follows:
9.1. Offenses on exceeding the total capacity limit allowed on premises or gathering events at home or at other premises – whereby the limit imposed include service workers such as catering workers and organizers:
A compound fine of $5,000 for each offense will be imposed on the owner or manager of the premise; or event organizer.
9.2 Premise offenses that allow any individual (including their employees) who are not fully vaccinated to enter the premises:
A compound fine of $2,000 for each offense will be imposed on the owner or manager of the premise; or event organizer.
(This compound fine is exempted for critical workers who are required to carry out essential works provided that the place of work is isolated and not visited by the public, for example operators / engineers in the oil and gas sector).
9.3 Offenses of not wearing face masks for employees on business premises:
A compound fine of $100 per person will be imposed on any employee found in violation of this directive.
9.4 Offenses against any individual who is not fully vaccinated who enter any premises:
A compound fine of $100 per person will be imposed on the individual.
9.5 While the total compound fine for any individual found violating the directive to stay home between 10:00 pm until 4:00 am under the “Transition Operation” is maintained at $500 for each offense.
10. During the Transition Phase, security and enforcement agencies will continue to monitor any incidents of violation of the directives or the Standard Operating Procedures – SOPs; to ensure the safety and the well-being of the public. In addition, members of the public can contact the National Coordination Centre for COVID-19, which operates 24 hours a day, for any complaints of violations of the guidelines. 11. Let us all abide by all the guidelines and directives issued by the Government during this COVID-19 pandemic.
